Application Requirements

Core requirements for the Malta Permanent Residence Programme

Applicants must be a foreign national or a stateless person.
Applicants must have lived continuously in Malta for the 12 months immediately before applying.
Applicants must have lived in Malta for a total of at least four years during the six years before the final 12-month period.
Applicants must be of good character.

Applicants must demonstrate proficiency in either Maltese or English.
Applicants must be considered suitable to become citizens of Malta.
Applicants must provide two non-relative sponsors whose signatures are witnessed and countersigned.
Applicants must submit a completed application form and take the required oaths, including the Oath of Allegiance to the Republic of Malta.
