Malta continues to strengthen its framework for recognising individuals who have made outstanding contributions to the nation or to humanity through the Regulations on the Granting of Citizenship by Merit (Subsidiary Legislation 188.06).
Enacted under Section 10(9) of the Maltese Citizenship Act, this regulation provides a discretionary pathway to citizenship for individuals who demonstrate exceptional achievements, distinguished service, or significant potential contributions to the Republic of Malta.
Unlike transactional or investment-based routes, this pathway is reserved exclusively for individuals whose work, innovation, or leadership exemplifies excellence and align with Malta’s national interests and values.

Application Requirements
Core requirements for the Malta Permanent Residence Programme
- This pathway is for individuals who have made, or are expected to make, significant contributions to Malta or humanity.
- Eligible fields include science, research, sports, arts and culture, entrepreneurship, philanthropy, and technical professions.
- Applicants must first submit a detailed application letter outlining their achievements, contributions, future plans, and supporting documents.
- After receiving approval in principle, applicants may apply for a Certificate of Citizenship.
- Applicants must have lived in Malta for at least eight months.
- Applicants must own or lease suitable residential property in Malta.
- Applicants must provide evidence of outstanding service or a significant contribution recognized by a competent Maltese authority.
- Applicants must demonstrate proficiency in either Maltese or English.
- Applicants must provide evidence of their existing and proposed connections to Malta.
